I thought that statement "questions" were okay as long as it were clear. Kind of like jeopardy clues, like "This is the capital of Pakistan." And then giving four possible answers. I feel like that's just as clear as asking it with a question mark on the end.
In regards to agony's post, I agree that there can be confusion if a Music quiz were to just give a bunch of lyrics and not actually ask a question, but on the other hand, how confusing can it be if the four answer choices are all song titles, or all band names, or whatever? If it's a fill in the blank, fair enough, you need to be clear what answer you want. But on M/C I don't see how someone can complain that they got the answer wrong because they misunderstood what you were asking. That said, though, I do prefer lyric and other music quizzes that do have a question asked. It just makes it nicer and a better written quiz than simply putting a couple of lines in quotes and that's all.
