I would like to author a quiz on a particular musician, but there is no category on him. Is there a way to make one, or do I just write the quiz elsewhere?

You should put the quiz in the most appropriate category, which in this case will probably be the single letter categories in Music, e.g. if writing on the band Daughtry, and there is no specific category, it goes in the "D" category. If there are enough quizzes on the particular artist/band, a Music editor will create the category.

Definitely, go to the single letter of that musician's name - "M' for Madonna, "P" for Pink Floyd, "S" for Taylor Swift.
