I think that she qualifies as a correct answer to your question, as a "runner with previous Olympic experience as a Winter Olympian". If you had someone specific in mind, such as Prince Albert of Monaco, then the question should have asked more specifically

Avalanche is a play where the player plays

Toolbox is the same, but
Scissors, Scissors, Scissors, Scissors etc

The same play for Paper is "Confetti"

Bad luck Hopeless....you had a fair stretch in the chair though..wtg..the answer is that ALL these US cities had bid unsuccessfully for the Summer Olympic Games, and whilst the other three had never finished in a higher category then "Incomplete"....San Francisco at least had finished in the "Runner - Up" category.....1956 Melbourne Olympics....
