If thirty people were willing to testify about that dog, then I'm certain that the dogs were problematic.
I've dealt with a vicious dog problem myself in my own building in Philly's suburbs. We had a dog policy when the apartments were converted, that said that any dogs owned by owners or tenants could stay, if they were a certain weight. No new dogs were to be allowed.
However, the former owner of the apartments let tenants into the apartments he owned in without paying fees or enforcing the rules.
One of his tenants had a vicious dog who was never on a leash, and ran free in our building. He even lived next to the laundry room which meant that no one could use it for fear of being attacked. She would leave the door ajar too!
I called the cops many times and they refused to come as it was a private apartment house.
It was a German shepherd mix.
The woman had a baby and the dog got worse. It came up to me and my child in the parking lot and growled at us, about a foot away. We were paralyzed with fear. The woman finally called it away.
One day I went down with the laundry, and there was the dog coming after me. I'd had it.
If I'd had a gun, I'd have probably have shot it and I'm not a violent person.
I screamed at the woman to get the dog and then to hold it tight. The neighbors all came out, I was their representative the condo board anyhow and I'd defended them for handicapped spaces and other issues.
I then said, "ok this is it. You've been warned, you don't even have the right to keep it under the regulations here, but I'm calling my lawyer.
I see you've had a baby, well congratulations, but your dog is getting worse and please do not leave the child near the dog, he is dangerous. Don't do it because of the lawyer but for your child."
She went back in.
I wrote to her landlord threatening him with the lawsuit, she left the apartment at the first of the next month.
I think the only way I got through to this woman, was through her child.
It is extremely difficult to deal with these problems and the dog owners are emotionally unable to deal with the dog's behavior.
I agree with this verdict.
One other story was my grandmother who was attacked in California when someone asked her to take a package to the neighbor's house. The dog just knocked her over and bit her, ripped off her glasses and broke a few fragile bones. If my grandmother had not been a Christian soul, I'm certain that the lady would have been sued.
The dog had already attacked three people before that!
It was a Great Dane I believe.
From what I can ascertain, the people had to be convinced beyond a shadow of a doubt that the people with the dogs were guilty of neglecting warnings of the danger of their animals.
