(edited to remove some incorrect speculation) When in doubt, contact an editor in a category where you plan a quiz and ask for advice. As you set up your template, read the guidelines that appear at each stage, which will make it clear whether you are aiming at a closed category.
Categories marked in any way, either by symbols or in words, as being restricted are those for which we know that it is difficult to write quizzes for some reason. Often, this is because there are already so many quizzes that new ones will have trouble avoiding repetition. Sometimes it is because the category has proven to be difficult to write in for one reason or another. It doesn't mean you can't write for them, just that you need to be aware that it is not as straightforward a task as you might think.

In Movies I know that restricted categories have a period at the end of their name in the listing. There are, in fact, no longer any Restricted categories in Movies. We do, however, expect that quizzes submitted to categories so marked make an effort to be original, and not repeat questions asked in quizzes already online about that movie. Playing all of the existing quizzes before writing yours is a great help in this regard. ------ Editor in Movies, Geography, Brain Teasers and Crosswords

The following categories are absolutely closed. We are not accepting any quizzes on: American Gladiators (TV) Kidnappings (People) Serial Killers (People) Weapons (Hobbies)
For the most part, everything else is open; we abolished pretty much every restricted category. If anything is listed as such on the site, please contact an editor for further instruction. It either shouldn't be restricted and we can fix it or it actually is and we can help.

Wines, Beers and Spirits in Hobbies is also closed. I believe that may be contested for some reason; people have gotten into that one by asking and working with the editors. I'm sure that we've received good exceptions over the last few years. The other ones I listed above are non-negotiable.

Drink recipe quizzes in Wine, Beer and Spirits, I know, are not allowed. Exceptions have been granted for other quizzes, but they are rare, and, I believe, worked out in advance of the quiz being submitted.
There are other restrictions that are not category restrictions, too. For example, we do not accept Scramble quizzes - you can't scramble the letters of a word and ask them to be unscrambled. However, we do accept Anagram quizzes.
Certain questions, or types of questions, are not allowed in various categories. There is no substitute for reading the guidelines carefully - it is your best time-saver.

It's nice only 6 subcategories are locked ON THE SITE.

There are other closed categories, for example: The House of TudorIn addition, there are what amount to restrictions. For example, the History Guidelines include the warning 'Questions on the 2000s should not consist of news digests or contain questions likely to go stale'.
