Everyone is suddenly down on Cook as captain, but they've only lost one series. If he has a weakness, it's that he's too nice, and not ruthless like captains of yore. The thing is, as well, that there is no-one around as an obvious successor. The Australian thinking has generally been that you pick the best 11 and then choose the captain from that, and England started to adhere to that theory for the past 20 years or so (Gooch, Atherton, Stewart, Hussain, Vaughan etc).
Now, the best players in the team are Cook, Bell, Pietersen, Anderson and Broad. Bell is so NOT a captain, Pietersen was tried and flicked, and still might announce his retirement soon, and Anderson has enough on his plate leading the attack. Which leads us to the current T20 captain, Broad.
He's a world-class player, he can inspire, and he's hated in Australia. On second thought, he's a perfect fit!
