1. Which gallery are the Goodies trying to improve?

Answer: National Gallery

The Tate Modern only opened in 2000, so it couldn't have been that one. The National Gallery was founded in 1824 and houses many priceless works of art. It is located on the north of Trafalgar Square in London, England.
2. Who painted the painting that Tim buys?

Answer: Velazquez

It is appears to be a self-portrait of Diego Velazquez, but is hung upside down!
3. How much change does Bill have?

Answer: 13 pence

Thirteen new pence, not old ones! This was shortly after decimalisation in February 1971.
4. How much does Tim bid for the painting?

Answer: A million billion trillion quintillion zillion pounds and two and a half pence

Tim claims that there is no such thing as 'a zillion pounds', but the auctioneer insists that there is. They pay 13 pence on the spot and write out an IOU for the rest.

The minister decides that there is a fair cross-section of Britons right there in the Goodies' office. He asks them and only Tim put his hand up. This also references the fact that the Goodies are said to represent the three kinds of people in society: the lords, the boffins and the workers, or Conservative, Liberal and Labour.

The minister did it himself. The painting is far too valuable to be in the open air, so he makes a copy and decides it should be a little more interesting than the original.

Answer: Monarch of the Glen

Monarch of the Glen is a painting by Sir Edwin Landseer of a stag atop a hill. Bill refuses to sell it but then Graeme produces lots of copies, which the Americans snap up immediately.
