Chamberlain served as prime minister from 1937 until May 1940 when Winston Churchill took the reigns of power.

Answer: Nero

The story goes that Nero supposedly played the fiddle when Rome burned, although there appears to be no truth to the story (not least because fiddles or violins did not exist in those days).
