Bullets do not contain gunpowder. Most bullets consist of a lead core inside a copper alloy jacket. Cartridges consist of a cartridge case, or shell, the bullet, a primer, and a charge of gunpowder. In the case the the 9mm pistol cartridge the charge can vary between 4 and 9 grains, depending on the propellant. A 9mm rifle cartridge may hold 95 grains of propellant.
