"Ich hasse dich" -- That's if you know the person well, or if you don't and want to be particularly insulting to them. If you don't know the person well (assuming its an adult), then you'd say "Ich hasse Sie".

I'm having slight difficulty with the concept of telling someone that you hate them without wanting to insult them.... It doesn't only happen in German, this 'you' problem. Often known by its French initials as T-V (tu-vous), it occurs in many languages. Have a look at http://en.wikipedia.org/wiki/T-V_distinction Not all carry insult, but some do more than others.

    With "du":
    Ich kann dich nicht ausstehen.
    Ich find(e) dich zum Kotzen.
