Why does Netflix not use the Love Spit Love, "How Soon Is Now", song opening in any episode from any season of the television show Charmed?

It's a licensing issue. Licensing was initially secured for broadcast and syndication, but doesn't cover things like DVDs and Netflix. From what I've read, they were unable to secure licensing for the season 8 DVDs or Netflix use.
