Is there any basis to the belief that snakes don't die until sunset if killed during the day, and can still bite?

Yes, there is a basis for this. Time of day has nothing to do with it. This is a function of nerve reflex action that can continue even after death. Posthumous bites can occur even with a decapitated snakes head, and please read the attached link on how the body of a decapitated cobra can rise to assume a menacing posture.
