Not very intelligent or quick to understand. A snag is short for a sausage in Australia, and a barbie is a barbecue. If you don't have enough sausages, things don't go smoothly. It is similar to 'a stubby short of a six-pack', 'not the sharpest tool in the shed', 'the light's on but there's nobody home', etc.
