Who or what organisation decides the name of a group of animals/birds, etc? ie: a murder of crows.

This is an issue that has occupied my thinking for a long time. It strikes me that many of the collective nouns are arbitrary and have little authenticity except that they are championed by users of the internet. The article referred to here https://medium.com/@Naturalish/the-absurd-truth-behind-collective-animal-nouns-f4a4cde48b4f points out the lack of logic and credibility with many collective nouns. Even words like a pride of lions is a relatively recent addition to our vocabulary. Sorry but as a retired English teacher I always found it incongruous that questions which required children to ascribe the correct collective noun to various groups was a relevant pursuit when our primary object was to increase general literacy.
