Legality of various forms of betting vary around the world. In some places it is absolutely legal to bet on amateur sports, some sports absolutely ban betting on any competitions (which does not, of course, prevent illegal betting). Betting on an amateur participating in a professional sport would probably similarly be considered differently in different jurisdictions.

Here in Australia, online betting on amateur sports is legal, but seen as a problem.
