In Victorian England, what was a "penny lick"?

A penny lick was a special shallow glass that ice cream was sold on for 1 penny. The Icecream was licked off by the buyer and then the glass was given back to the merchant. The practice was banned in London in the year 1898 as concerns revolved around the glass being reused without being cleaned and the risk of spreading disease.
