As per a Jack Wild who played Jimmy on the series
H.R. There was always discussions about that and we always came to the conclusion that it really meant His Royal.

As per another site: 24. Krofft Trivia (FAQs) 24a. Q: What does the H.R. in H. R. Pufnstuf stand for? A: I've gotten a few answers to this, but none are positive answers, only 'most likely' or 'probably'. But here they are: A1: Honorable Regent, most likely, as he was the mayor of Living Island. A2: His Royal, we hear. A3: The official word is H.R. is Royal Highness backwards. A4: Joy Campbell writes: I once asked Sid (and writer Si Rose) what the H.R. stood for, and they would never say!
