Some people make their 7's with a horizontal line through the middle. I was never taught to do it that way. Where in the world is this taught and why is it done?

In France the digit 1 when done by hand has a vertical line and short line coming out of the top of this, going down to the left at an angle of 45 degrees. Since this is easily confused with a seven, they draw a horizontal line through the seven.

Mathematicians and computer data entrists are prone to crossing their sevens to differentiate from ones, and also their zeros to differentiate from the letter o.
