No, it is an urban legend. As a mammal, he had to have a belly button.

Maybe he had an alternative connection to his umbilical cord. His surname suggests a possibility!!

I don't know about Alfred Hitchcock, but it is entirely possible not to have been born with a belly button. The umbilical cord is attached to the fetus internally, not externally. The abdominal wall then forms around the umbilicus.
However, if the abdominal wall fails to close around the umbilical cord, it is entirely possible to be born without a belly button. I was born with a hole in my abdomen and my external organs on the outside of my body. The surgeons put the organs back inside and stitched me up. I assure you, I have no belly button and never have!
