Can anyone explain the weather phenomenon known as "Dutchman's breeches"?

According to this site, it's an observation made that when you can see enough blue sky to "make a pair of Dutchman's breeches" rainy weather is on the way to clearing up. I was brought up with a similar saying, but it was sailor's trousers. Whether it's true or not, I can't say. I expect sometimes it is, and then sometimes it isn't.
