Why were 'Oz' and Heather not included in "American Pie: The Wedding" when most of the cast remained the same?

Chris Klein (Oz) was busy doing a play in London and the film's makers felt there was not enough these two characters could add to the movie that was worth shelling out the money for Chris and Mena to appear a third time.
