Most naturally blonde, blue-eyed Italians are northerners, and not a few have Germanic names. Some even come from families that speak German just as well as they do Italian. The Trentino-Alto Adige region, for example, once belonged to Austria:

This comes from when the teuton tribes tried to find a path to the sea thru Rome. As they marched into the Roman Empire they mingled and had children with the women of Rome. Rome almost lost to them until Gaius Marius became the General of the Roman Armies in the North and beat them back.
