    "Musical Director Carl W. Stalling's name appears in a newspaper article Elmer Fudd reads at the beginning of this cartoon. The headline reads, "Smellevision Replaces Television" followed by the byline, "Carl Stalling sez, 'It Will Never Work!"

    I believe it was Rocky from Rocky & Bullwinkle.

    This is from memory. Hard to find a reference on this, but this is the best I could do.

    "Even in its first episode, the familiar gags were all present. Bullwinkle tries to pull a rabbit out of his hat, Rocky scolds him, saying it will never work..."

    I dont know if thats the one. I have been trying to figure this out for months. The character I am looking for said It will nevr work really really slow maybe someone will remember

    I know that Scotty from The Little Rascals often said "They'll never lewrn!" or "He'll never lewrn"? (Lewrn for Learn.)

    And if I recall....Bullwinkle was always coming up with some half-baked scheme and Rocky would say "That'll never work".

    Could it be Hardy Har Har the Hyena from "Lippy the lion and Hardy Har Har"? hard to find a direct quote but I remember he had very little positive to say - probably with good reason!
