He's in exile.. The scar on his eye is a symbol of his banishment from the Fire Nation because he was considered a failure because he dishonored his father, Fire Lord Ozai when he spoke out during a meeting of the Fire Nation War Council. He's trying to capture Aang because it is the only way Ozai will accept him back supposedly.
Uncle. Zuko refers to Iroh as his uncle several times. Uncle Iroh is a retired Fire Nation general. The many years of retirement have mellowed him out and he doesn't really care about the war, he just wants to sit down and have some tea.
Boomerang. He has a harpoon only in the beginning of the first episode. He always carries the boomerang around. The boomerang was given to him by his father.
