Phineas Nigellus. This happened right after Harry got caught in the fifth book, "The Order of the Phoenix". Umbridge was talking to Dumbledore with the Minister of Magic. Then they tried to attack Dumbledore, but he escaped. Kingsley said this in the movie.
Mrs. Weasley. She said this when the Minister of Magic arrived. After the offer, he refused. He then took a walk with Harry. This happened in the sixth book, "The Half-Blood Prince".
