Because it was created by a crater. Lac Assal is so low because it was created by a crater. Lakes such as these are known as "crater lakes", such as Crater Lake in the United States. Lac Assal isn't too far off the coast of Djibouti, but because it is a crater lake, it is quite a large depression in the surface of the land. The entire crater isn't even completely full of water; there is a downwards slope before you even reach the water. In fact, the water is only 24 feet deep!
