Peter the Panda. Grady asks Ursula over the intercom to put together a line up with Johnny Chimpo and a few other fictious animals. This is while he and Captain O'Hagan are discussing the murder case in Grady's office. O'Hagan is looking for some cooperation from the locals on the murder case. Watching von Bargen and Cox together is great.

A German man they had caught speeding. The highway cops must have thought that since the German man knew another language, he would know Arabian as well. O'Hagan later found them and was annoyed that they had let the German man out of his cell and that Farva had attacked the Dimpus Burger employee.

Yeah, That's true.. Galiganokous is a central figure in the protection plot involving the local cops and does show up later in the film. Both of the incorrect quotes are actually said by Mac, but before the game of 'repeat' begins (in the case of the 'you don't weigh in, you don't wrassle') and while mimicking Foster, ('We should have seen that coming'). After they are rescued, the following dialogue occurs, as homage to 'repeat':
"Got a little distracted by someone doing the 'repeater'"
"That will happen."

Bullet-proof cup. The bullet-proof cup was like an athletic cup or jockstrap, only made out of metal. As Foster told Thorny his plan, Thorny shot at Mac with his gun to test their invention. Mac decided to try it on naked and test it that way.

Fishing. You can tell that he was fishing because he came back to his car holding a fish and wearing fishing clothes. Foster had put a dummy holding a radar gun in his car to make it look like he was working. The speeder was really Mac, another State Trooper, in disguise.

Meow!. As Foster walks away from the car, Mac flashes nine fingers at him, indicating that he has fallen one short of the bet to reach ten utterances of 'meow' during the stop. Foster steps back, leans into the window and says, 'Meow!' This scene is completely and totally inconsequential to the plot. It's mentioned later when Thorny is teamed up with Farva and they have pulled someone over, Farva inquires about the games that are played. Thorny responds, "Actually, Mac bet Foster he couldn't say 'meow' ten times. Now, I know that doesn't sound funny as I say it now."
I highly recommend incorporating 'cat game' into your daily routine. Substitute 'meow' for 'now' and see how many people notice and/or call you on it. If you're painted in a corner, "Excuse me, are you saying 'meow'?" "Am I saying 'meow?' Do I look like a cat to ya? Am I drinking milk from a saucer? Am I jumping all nimbly-bimbly from tree to tree? Do you see me eating mice?" is _always_ a good response, as Foster has shown us.

Canada, eh? Almost made it.. The driver of the car that has been pulled over says this to Thorny, as he is questioning him, in the opening scene. Thorny presumably means that they almost made it over the border without being pulled over. The occupants of the car turn up later in the movie, as we all know. There is no Spurberry, VT - it's a fictional town.
