Liang Qichao. Liang Qichao and Kang Youwei together convinced the emperor Guangxu that Japanese style reforms were in order if China wanted to enter the 'modern' world and confront the Western powers. Unfortunately the reforms never got off the ground, and Emperss Dowager Ci Xi had Guangxu placed under house arrest. Kang and Liang were forced to flee China.

Lipit Ishtar. Hammurabi simply codified the laws, he certainly wasn't the originator of them. It's also likely that Lipit Ishtar borrowed many of his ideas from previous generations...like literature, laws evolve over generations.
