Alfred. He had developed split-personalities, one of those was believed to be his twin sister; Alexia. It was that personality that made the decision, but it was technically Alfred, not Alexia.

the eyes were already blind. Eventually Chris blew it up with a high-tech weapon that he noticed when he blew off all its wings.
