Jonas wanted the Giver to go with him, but the Giver said he had to stay and help the citizens stay under control.

He did all of that stuff except for convincing Asher to come with him. Asher knew nothing about Jonas' plan to leave the community. Even if Asher did know, he wouldn't have let Jonas leave. Since Jonas now knew what releasing someone really meant, he couldn't bear to imagine Gabriel killed and dropped in a chute. Why someone would kill an adorable baby like Gabriel, I haven't the faintest idea.
