Anakin Skywalker gave it to Obi-Wan Kenobi and Obi-Wan Kenobi gave it to Luke Skywalker. (Sources - `Star Wars Episode IV - A New Hope') Luke lost it in Bespin and it was recovered by the Emperor who put it in Mount Taniss where it was taken by Joruus C'Baoth. Joruus C'Baoth then gave it to the clone Luuke Skywalker and Mara Jade took it from Luuke Skywalker.(Sources - 'The Last Command' Novel).

However this may change in time as more books are written and as we await the arrival of `Star Wars Episode III'.

2. Who is Owen Lars brother?

Answer: Anakin Skywalker

Although rumour had it that Obi-Wan was Owen Lars' brother, we discover in `Star Wars Episode II - Attack of the Clones' that Shmi Skywalker fell in love with and married Owen Lars father. This made Owen and Anakin step-brothers.
