Aro is the other vampire who can hear others' thoughts; however, he must have physical contact with a person to hear their mind. Carlisle, Maria and Peter do not have any quantifiable special talents.

Bella has a powerful shield. This is also the reason Edward cannot hear her thoughts while she is still human.
