Roy Thomas created 3-D man in the 70's for "Marvel Premier". The charater was forgotten until he was used in an early issue of the first "What If?" series.

Answer: Basilisk

Basil Elks fought Captain Marvel, Spider-Man, and The Thing a few times in "Marvel Team-Up" and "Marvel Two-In-One" before being killed by Scourge.
