I can hear Skipper saying, "Ring tail!" in a disgusted tone after Julian does something extremely annoying.

When we first see Julian in the movie he is leading his tribe in a swinging disco number.

Julian has lead guitar, Maurice bass guitar, and Mort does drums. It might be music, but probably not.

By hacking into the Zoo computer the penguins get the lemurs transferred to the Petting Zoo. At first Julian freaks out. He soon changes his mind when three cute female bunnies offer to be his new subjects. Soon we see Julian on his new throne with the bunnies massaging his feet. Mort, who loves Julian's feet but is not allowed to touch them, is quite upset. Julian tells him a number of reasons why the bunnies are allowed. Mort objects to each reason, and finally Julian says, "They are not you".

It is a classic Julian put down of the long suffering Mort.

Mort may be many things, but clever is not on that list. While he is dumb enough to do it, Julian really wants to go to show off his, to his mind, exceptional acting skills.

Mort is focused on his instruction to "Be the rat" and is more rat like than even the other rats. It helps that he has that red stripe on his tail which, from an old poster, the rats think is a sign of the chosen one come to lead them to a better life.

Even though Mort is "Being the rat", his cute and cuddly nature comes through and he instructs his rat hordes to hug and kiss the zoo animals. Not surprisingly, the zoo animals are not impressed and soon chase the rats back into the sewer.
