1. Which character was named for his ability to see everything that happens in Hogwarts as well as his love of 'collecting' certain items from students?

Answer: Argus Filch

Argus was a 100-eyed monster in Greek mythology. Filch means 'to steal', which probably refers to those items confiscated by Filch from the students.
2. Like her cousin, this character receives her name from the heavens, as well as her strength and fierce loyalty to the dark side of magic and her master. Who is this dark woman?

Answer: Bellatrix Black Lestrange

Bellatrix is a star, which is on the left shoulder of Orion, commonly known as 'Female Warrior'. A name that suits Bella well considering she is one of the few female Death Eaters (warriors of Voldemort). Her maiden name was of course Black, which fits as her alliance is to Voldemort.
3. This witch was named for her delicate beautiful appearance as well as her social skills. Who is this charming young woman?

Answer: Fleur Delacour

Fleur Delacour is French for 'flower of the court'. Not flower of the heart as some believe. This name hints at both beauty and social status and ability.

Answer: Nicolas Flamel

Nicolas Flamel was an alchemist who lived in the fourteenth century and was said to have discovered the Philosopher's Stone. He lived around 80 years which was at least twice the average lifespan of the time.

Answer: Gilderoy Lockhart

Gilderoy was an extremely good-looking highwayman. Gilde also comes from gilded which means 'beautiful appearance covering something worthless'. You would have thought Hermione of all people would have known what he really was! ;)

Answer: Arabella Figg

A fig leaf conceals or camouflages something. A few other hints to this deception were dropped, such as the smell of the tents Mr. Weasley borrowed for the World Cup being the same as that of Ms. Figg's house. Also her name is mentioned near the end of the fourth book among those of "the old crowd". Don't tell me this little revelation took you by surprise! ;)

Answer: Dolores Umbridge

Umbridge may come from umbrage which is 'anger from offense'. On the other hand it can also mean 'jealous of others', such as standing in someone else's light or way. Most likely a combination of the two. Dolores means 'lady of sorrows', however this doesn't seem to fit in the storyline - I'm sure there were very few people who felt sorry for her at any rate... perhaps a later story element?
8. This witch was named for her prophecies, whether valid or not. Who is this seer?

Answer: Sybill Trelawney

The Sibyls were ancient Greco-Roman prophets. J.K. Rowling used the spelling Sybill, Sibyll is used in the American edition.

Answer: Cornelius Fudge

Fudge means 'nonsense' and it can also in verb form mean 'to evade the truth or to make false'. In technological jargon, it means 'to perform at the lowest acceptable level'.
Lucius Cornelius Sulla was a Roman General who was usurped by the Roman people but later defeated them and became a dictator. He eventually took much of the control of Rome from the people and gave it to the Senate. Perhaps a clue to later events in the book...
10. Lastly a riddle: What is the Mirror of Erised?

Answer: Desire

If read backwards Erised is Desire, hence if 'mirror' is taken as 'backwards' then the name could be translated 'Desire'. Also the inscription on the top of the mirror ("Erised stra ehru oyt ube cafru oyt on wohsi") if read backwards and with the spaces rearranged reads: "I show not your face but your heart's desire"
