Bibot is the first character mentioned in Chapter One. He is the enemy of the Scarlet Pimpernel in Chapter One as you read how he captures people who are in alliance with the Scarlet Pimpernel.

Answer: The Count de Tournay

The Count de France was made up and the Comte de la Fere was from "The Three Musketeers". De Tournay's family is also wrong because the wife, son and daughter were saved in the beginning of the story. Later on in the story, the Count de Tournay is mentioned as one of the people to be saved.
