Villain match: Judge Claude Frollo from the 1996 movie "The Hunchback of Notre Dame".

A deeply religious man, Frollo commits acts of evil ranging from sexual desire (and groping) of a woman to attempted genocide of a group of people in Paris, all the while believing that God would have done the same thing. He is one to see corruption in everything except for corruption within himself, and in the end of the movie, divine intervention allows Frollo to receive his comeuppance.
