Answer: A faster driver is behind you

A stationary flag generally indicates faster drivers are approaching from a distance, while a waved blue flag indicates they are very close behind. It is courteous to move aside and allow them to pass.

Black flags are generally issued because of poor driving standards, although they are also used if a race director wishes to remove a kart or driver for any reason they see fit under the rules.
