1. In the third hour of Day 8 of "24", why did a policeman taser and beat Jack Bauer?

Answer: He thought Bauer was a cop killer.

Jack Bauer tracked the assassin to a policeman's house and found the policeman and his wife dead. Two police arrived, and despite Bauer's explanation, one of them decided to torture Bauer for being a cop killer. The other policeman eventually realized Bauer was telling the truth and helped him to thwart the assassination attempt by allowing Bauer to call Cole Ortiz.

Answer: Hassan's brother

Although we were initially led to believe that President Hassan's girlfriend, journalist Meredith Reed, was involved, it turned out to be his brother, Farhad Hassan. Farhad Hassan apparently wasn't pleased with what he viewed as his brother's appeasement of the West, and he planned to replace him as leader of Kamistan.

The United Nations was evacuated because of an alleged bomb in the building, but the bomb was actually outside. The assassin Davros had a remote control to detonate the bomb, and he had planned to do so when President Hassan's car travelled over the manhole.
