Though the show is fictional, New Caledonia is a real place in the South Pacific. The crew of the 73 had somehow managed to talk Ensign Parker into stopping off at New Caledonia without permission. So, they claimed, that Virgil could visit an "old sick friend".
As Parker remarked later, that friend didn't look old or sick.

The crew of the 73 begged their skipper for a chance to explain. They swore they had nothing to do with Babette's actions, and got her to admit that it was her idea to stow away.

Binghamton was repulsed by the idea of there being a rat on board and as he got off the boat he told his aide Elroy Carpenter to have the boat fumigated or, better yet, condemned.

Answer: Charles Armand Bergerac

Babette's father, Charles Armand Bergerac, was a wealthy plantation owner in New Caledonia. At the time, he was away at a meeting with the Admiralty over an island he owned that the Navy wanted to buy for a supply depot.
Charles Beaumont Parker is of Course Ensign Parker of the PT- 73 crew. Gen. Charles De Gaulle, the only real person on this list, was the leader of the French and their resistance during World War II.
Charles Xavier is, of course, professor X from the "X-Men".

Answer: Babette sank his boat as he was coming over to McHale's Island

McHale and his men decided to fake serious engine trouble as a cover story for taking Babette back to New Caledonia before old lead-bottom, as they called Binghamton, found out and court martialed all of them.
But McHale made the mistake of leaving Ensign Parker to keep an eye on Babette. She found a machine gun and, while trying to play air raid, shot up and sank the captain's boat.

Answer: they disguised Parker as Babette's father

After Parker managed to fool Binghamton and get Babette out of Binghamton's office, the admiral showed up with the real Bergerac. Binghamton and Carpenter attacked the real Bergerac because they were convinced he was an imposter. This caused Bergerac to call off the deal for the island and Binghamton to turn into a scared, embarrassed, and whimpering whiner when he realized that McHale's men had tricked him.
The admiral was furious and said he would deal with McHale, as well as telling Binghamton that attacking Bergerac was the last stupid mistake he would ever make under his command.

Answer: Babette defied her father and took the PT-73 out for a joy ride

Babette defied her father and drove off in the Pt-73 with Parker trying to stop her. Babette ended up shooting a torpedo into the dock followed by the boat itself crashing into the dock.
Babette's father gave her a spanking right then and there for all the trouble she caused. Then he apologized to the admiral for all the trouble and reinstated the deal for the island.

Answer: he'd be demoted to ensign

The admiral said that after what happened, Binghamton would probably be 'promoted down to ensign' but nothing happened. So, one can assume that the whole matter was hushed up and forgotten so as not to embarrass Bergerac any further.
