Rachel is used by Doug Stamper to set up a protege/liability of Frank's. When she is discarded, she is introduced to The Fellowship church by a chance meeting with Lisa on the bus. Doug reappears in their lives to drive the couple apart and terminate, permanently, their relationship.
2. Rep. Peter Russo

Pennsylvania Congressman Russo is a slave to his addictions to alcohol, drugs, sex and power. He hides his affair with Christine Gallagher, a senior staffer in his office, from his staff but not from his children. Christine remains for a bit after Peter's mysterious death, but she too becomes a victim of Underwood schemes.
3. Remy Danton, lobbyist

Answer: Jackie Sharp, Majority Whip

California Congresswoman Jackie Sharp helps elevate Frank, and is rewarded with the position of Majority Whip, Frank's vacated post. She falls into a relationship, and eventually falls in love, with Remy Danton, a powerful lobbyist and briefly Chief of Staff to the President. Jackie and Remy continue their relationship despite the many challenges, including a politically-motivated marriage of Jackie to another man and their mutual fall from power.
4. LeAnn Harvey, political strategist

LeAnn is an accomplished political strategist from Texas, who first works for Claire's aborted run for a Congressional seat, then again for Vice President, and eventually for both Frank and Claire. She clashes with, and eventually canoodles with, strong man Doug Stamper. Their connection is brief, and it does not end well for LeAnn.
5. Tom Yates, author

Frank hires conflicted best-selling author Tom Yates to write a self-serving book, only to fire him when the book turns out to cover way more territory than intended. Claire at first resents his access to Frank and their private lives. He is re-hired as a speech writer and Claire revises her feelings for him - for a while, anyway.
6. Edward Meechum, USSS

We first meet Meechum as a U.S. Capitol Policeman protecting Rep. Frank Underwood. Frank admires the young man and wrangles his transfer to the U.S. Secret Service (USSS) so he can follow him to the Vice President's office. In an uncharacteristic scene, both the dutiful Meechum and staid Claire get a little drunk, and Frank joins their party.

After this intimacy, Frank becomes even more attached to Meechum and continues to pine for him after his violent and heroic demise.
7. Tim Corbet, whitewater rafter

Frank and Tim were cadet students at The Sentinel, a prestigious military school in South Carolina, likely modeled on The Citadel, an actual school. The young men were members of The Riflemen Singers. When Frank visited The Sentinel to dedicate a library named for him, he reconnected with Tim and other classmates, but recalled his particularly intimate relationship with Tim. Tim extends an invitation to the President that Frank is unable to take advantage of before Tim's untimely death.

On the rebound from Frank, Zoe becomes romantically involved with fellow journalist Lucas, who picks up enough information and suspicions to begin investigating Frank, especially after Zoe's sudden violent death. Lucas becomes obsessed with the story of Zoe's death and her many shadowy connections to Frank, and pays a heavy price in his freedom, his sanity and eventually his life.
9. Claire Underwood

Adam and Claire were young lovers, and remained close after Claire's marriage to Frank. Clare occasionally called on Adam to support her non-profit with donated photographs that were auctioned to support the organization. Claire goes running to Adam's NY apartment and stays there quite awhile before eventually returning to Frank, but not before compromising photos are taken. Adam is one of the lucky few that escape the clutches of the Underwoods with his life, but not his reputation or dignity.
10. White House tour guide

Answer: Tom Yates, author

Tom, while living in the White House as Claire's kept man, has a fling with an unnamed tour guide in the White House Press Room, and their liaison is caught on tape. The tape is later seen by Frank and Claire, and it appears that Tom wanted that to happen, perhaps to show he's not so "kept" after all?
