Keith offers this bizarre advice to Wallace when he is trying to pee in a cup for a drug test, with Veronica harassing him every five seconds at the door. In my opinion, Logan, played by Jason Dohring, is one of the best parts of the show. Not exactly the nicest of guys, he does at least have excellently funny lines and his banter with Veronica is priceless. In this particular quote from "Blast from the Past" he is talking to Duncan, who had invited him over in an attempt to repair their friendship.

Answer: Lamb

Lamb, ever so helpful and kind towards victims of crimes, makes this comment to Logan when they discover Logan's house in flames in "Rat Saw God." Sheriff Lamb is played by Michael Muhney.
