Eugene has been flirting with a woman on the radio. She tells him in season 10 that she's uncomfortable sharing information about her community, not wanting to put her group at risk. Eventually, however, Stephanie agrees to meet him. Ezekiel and Yumiko join him on his journey, during which he runs into Princess. In Season 11, the audience see the Commonwealth for the first time.

Eugene, Yumiko, Ezekiel and Princess are taken captive and interrogated by the Commonwealth. When they attempt to escape, Yumiko finds a snapshot of herself on "The Wall of the Lost" where people post photos searching for relatives. She knows it is a photo her brother Tomichi used to carry in his wallet. She therefore convinces the others to stay.

Philip Blake was "the Governor," a villain from earlier seasons and the leader of Woodbury. The Milton family was a highly influential political family, and they managed to secure a few town blocks at the start of the apocalypse. The Commonwealth continued expanding from there.

During the interrogation process, Eugene, Ezekiel, Yumiko, and Princess are repeatedly asked what they did in the old world. This is because the Commonwealth has a caste system where people are assigned jobs based on their former positions in life. Because Yumiko was a lawyer, she is invited to meet with the governor to discuss a bureaucratic position. Ezekiel is given a job related to animals because he was a zookeeper. Princess is assigned to retail.

Yumiko's brother Tomichi has sought a quieter life since the collapse of the world. Unlike most people, his job bears no relation to his former prominent position as surgeon. Instead, he is a simple baker of cakes who works for Eloide's Treats. He asks Yumiko not to ruin his current happiness by talking about his having been a surgeon.

The Commonwealth is a flourishing community of 50,000 people, with commerce--including a bakery and ice cream stand--and its own armed guard. It has a highly bureaucratic government, with Pamela Milton at its head. In order to get anything done, people must go through proper "channels" in a lengthy and inefficient process.

The Commonwealth strictly controls the money supply, confiscating U.S. dollars off of anyone who comes in, including Princess's sentimental $2 bill. Daryl comes across money in the tunnels in D.C., leaving the implication that someone was smuggling cash into the Commonwealth.

Lance Hornsby is played by John Hamilton. He is first introduced through a welcome video with a 1980s feel to it, in which he begins, "Hello! I'm Lance Hornsby. Welcome to the Commonwealth. If you're watching this video, you've made it through the rigorous screening process of the Commonwealth community and have been approved to join us."

Answer: Mercer

Mercer is a stern, formidable figure played by Michael James Shaw. He remains coolly by while Eugene's people are interrogated. He is shown to have a soft streak, however, when he returns Princess's $2 bill to her after her group is admitted to the Commonwealth.

The audience's first glimpse inside the Commonwealth comes in season 11, episode 5, "Out of the Ashes." With the help of Eugene's heart throb Stephine, Eugene, Ezekiel, and Princess attempt to use the radio to contact their people back home, but they are discovered and arrested. Meanwhile, Yumiko is busy catching up with her brother.
