Quiz Answer Key and Fun Facts
1. Racial disparities in the U.S. criminal justice system have decreased since 1980.

Answer: False

The racial disparities in the U.S. criminal justice system have actually increased since 1980. This increase in racial disparities is due to politically motivated decisions to promote harsher sanctions, irrespective of actual changes in crime patterns. Moreover, research has found that these harsher sanctions do not significantly reduce crime rates.
2. According to the Drug Enforcement Administration (DEA), most violent crimes in the U.S. are committed not because the offender is in on drugs, but because the offender wants to buy drugs.

Answer: False

Actually, the opposite is true; most violent crimes are committed because the offender is on drugs. This is shown by the high percentage of violent offenders testing positive for illicit drugs, relative to the general population.
3. The Office of National Drug Control Policy (ONDCP) uses the majority of its budget for which of these goals?

Answer: Eradication and Interdiction

All of these are goals of the ONDCP, but if they are able to destroy or confiscate the drugs before they get into the hands of drug users, then there will be no need for the other goals.
4. The Drug Enforcement Administration (DEA) was established under which U.S. President's Administration?

Answer: Richard Nixon

The DEA was originally established on July 1, 1973 to deal with the effects of drugs on the rising crime rate. Also, the DEA is the only single mission Federal Law Enforcement agency in the United States, meaning they deal with drugs, and nothing else.
5. Which of the following is NOT considered a Schedule I drug?

Answer: Cocaine

Cocaine is a Schedule II drug. Schedule I drugs are drugs with high abuse, not dependence (there is a difference), potential and that have no medically accepted use. The DEA considers marijuana a Schedule I drug because they find the research on medical marijuana uses to be substandard and unproven.
6. Which of the following is NOT one of the harms that the War on Drugs has caused?

Answer: Higher unemployment in law enforcement

The War on Drugs has also caused financial restrictions on other social services, environmental damage through "slash and burn" operations, and even threatens the sovereignty of other countries when the U.S. goes there with or without their governments permission to take care of the drug problem.
7. Research shows that drug courts reduce crime rates between 25-42%

Answer: False

The research shows that the Drug Courts reduce the crime rate only between 7-14%. This is most effective for "high-risk" offenders with more severe, longer records and drug problems.

8. Drug offenders are less likely to recidivate (get rearrested) than non-drug offenders.

Answer: False

Drug offenders are the most likely recidivists due to drug addiction. Also, drug offenders represent the greatest threat of failure on probation and on parole.
9. Most people arrested in the War on Drugs are not what?

Answer: Functionally Literate

From 1999-2007, nearly 80% of all drug arrests were for simple possession.

10. Prior to the passing of the Fair Sentencing Act (FSA) of 2010, possession of five grams of crack cocaine in the U.S. resulted in a mandatory minimum prison sentence of five years, while the same five year sentence would require being caught in possession of 500 grams of powder cocaine.

Answer: True

I couldn't believe that when I heard it during the lecture either. This is a 100:1 ratio between sentences! Fortunately, since the passing of the FSA, the ratio has been reduced to 18:1. Even though this ratio has been reduced, these sentencing laws still cause great racial disparities in the U.S. Criminal Justice System.
