Also, any town that wants to be designated as a city has to be done by royal decree.

I'm not sure if others had trouble with the link above (I sure did), here's the Wiki page for Amesbury. "The town is claimed to be the oldest occupied settlement in Great Britain, having been first settled around 8820 BC."
