What is the significance of the spyglasses in Lemony Snicket's 'A Series of Unfortunate Events'?

Well, this puzzled me, because I've read the books, and I couldn't recall that spyglasses formed any significant part of the plot. Evidently, they were dreamed up for the film. According to this site, all of the members of the mysterious organization "V.F.D." possess them. In addition, in the film, Count Olaf is said to have set the fire that killed the Baudelaire parents with a spyglass.
