Because Samson's father calls God to re-send the angel. The dominance of Samson's mother in the story is overwhelming. Samson's father is portrayed as a weak and suspicious person. For example, after the angel meets Samson's mother for the second time upon her husband's request, she rushes to call him, and then it is said that "he went after her" (Judges 13:11). This is a very rare description of a man who is literally led by his wife. Notice that at both times the angel meets her alone first. In the second time, he reluctantly sees the father and treats him with disrespect (e.g. he actually refuses to dine with him).

They put out his eyes. As the nature of human hair is to grow back, logic would have it that they should have killed him at this point, but they insist on maiming and humiliating him.
By the way, the Hebrew text says that Delilah calls for a Philistine, then shaves Samson's hair herself, whilst the KJV translation claims that this is the Philistine who shaves Samson's hair upon Delilah's request (Judges 16:19).
