Though a significant part of its population is Basque , Navarra is not one of the 3 provinces that have a special statute within Spain as being the 'Basque Country'. - The Pais Vasco comprehends the provinces of Alava ( cap. Vitoria) , Quipuzcoa ( cap. San Sebastian), Vizcaya ( cap. Bilbao). In those provinces Basque is the official langauge. Before World War II , Guernica had been the capital of an autonomous Basque region and had had a Basque Parliament until a squadron of the German Luftwaffe bombed it to pieces.
