Hard Drive. Hard Drive wanted to break in to a top secret facility to steal secret information, but the Swat Kats caught him and he was in jail until Dark Kat's minions broke him out and Hard Drive stole the Turbokat to commit crimes.

Frog Mutant. He was turned into a mutant after being bitten by a frog mutant. Even at the end of the episode, he even joked of having flies for breakfast.

False. No, we only got to know Dr. Viper's origin. He actually used to be a scientist before an accident happened turning him to Dr. Viper in the episode "The Origin Of Dr. Viper".

How long did Mayor Manx say he been mayor?

10 terms. Yes, we found out about this in the episode "The Giant Bacteria". What I don't understand is that despite the fact Mayor Manx is a coward and lazy too, he still gets to be mayor!
