The Cabinet is appointed by the President, and can change with each new elected President. After appointment, each Cabinet member must be approved by the Senate in order to begin their duties. If an appointee is not approved by the Senate, then the President must appoint somebody else or keep the current Cabinet member for that position in place.

Answer: George Washington

The first Cabinet was appointed by the first U.S. President George Washington. Back then, there were only four cabinet members for Attorney General, Secretary of State, Secretary of Treasury, and Secretary of War.
